What to Know: Pennie Open Enrollment for 2025 Health Coverage

Pennsylvania’s health insurance marketplace, Pennie, opens for business tomorrow.
Open enrollment provides consumers an opportunity to look for plan options that meet their needs. Earlier this month, Pennsylvania Insurance Department officials finalized 2025 rates that will provide about $77.2 million in savings to consumers stemming from the rate review process and reinsurance program.
“Pennsylvanians care about the price of comprehensive, ACA-compliant health insurance–and they deserve affordable options," said Pennsylvania Insurance Commissioner Michael Humphreys.
Here’s what you need to know about 2025 open enrollment:
- Coverage by county: Most insurers offering individual market coverage in Pennsylvania's 67 counties will continue to provide plans in 2025.
- Premium increases: The statewide average increase for 2025 is 6 percent, which is two percentage points lower than what insurers initially filed.
- The small group market saw a 7.6 percent average increase.
- Open enrollment: Open enrollment runs from November 1 through January 15. The deadline is December 15 for coverage that starts on January 1, 2025.
- Help is available: Consumers should review their coverage network and update their income information to see if they qualify for subsidies to reduce the cost of their health plan.
