The Hospital and Healthsystem Association of Pennsylvania (HAP) is a not-for-profit trade association based in Harrisburg, Pennsylvania, which advocates for nearly 235 Pennsylvania acute and specialty care hospitals and health systems including primary care, subacute care, long-term care, home health, and hospice providers, as well as the patients and communities they serve.

HAP’s employees represent its membership in the legislative, regulatory, and health policy arenas in Harrisburg, Washington D.C., and regionally across the state.

The HAP team supports the association’s goal of advocating for a health care delivery environment that enables hospitals and health systems to provide accessible, affordable, quality care to all Pennsylvanians.

Manager, Advocacy Activation

The Hospital and Healthsystem Association of Pennsylvania (HAP) is seeking candidates for manager, advocacy activation. The primary responsibilities are engaging and mobilizing hospital stakeholders, the public, and external stakeholders across Pennsylvania to advocate for the advocacy agendas of HAP and its members in Harrisburg and Washington, D.C. This requires a demonstrated ability to motivate others to engage in advocacy and to use standard and new tactics for achieving activation.

Candidates for consideration must have:

  • A bachelor’s degree in political science, public administration or related field
  • Three or more years of experience in government, association, nonprofits or health care

In addition, cross function team experience is a plus.

Manager, Member Engagement and Special Projects

HAP is seeking candidates for Manager, Member Engagement and Special Projects. The primary responsibilities include membership support, engagement implementation and project planning. Incumbent will:

  • Work to strengthen engagement opportunities for members while implementing strategies that drive overall member value and satisfaction
  • Ensure individuals and institutions are informed of the benefits of joining HAP
  • Ensure current members are connected to resources to help them experience HAP’s value
  • In addition, this individual will be responsible for the implementation of special projects and the collaboration with all departments to develop project plans and timelines focused on advancing projects. 

Candidates for consideration must have:

  • A bachelor’s degree in business, health care, or related field (required)
  • Two to five years’ experience in association or account management or project management and experience with data collection, analysis, and experience with data collection, analysis, synthesis, and reporting, including through survey tools and experience market research 
  • Experience developing presentations and participating in meetings with teams, clients, external vendors, or advisors
  • Experience in membership associations, using association management systems, managing membership processes, member retention campaigns, and leading member engagement efforts a plus
  • Experience working with hospitals or health systems (preferred)

Policy Analyst

HAP is seeking candidates for a Policy Analyst in our Advocacy and Policy Division. The primary responsibilities include analyzing issues that focus on the health policy landscape. This individual will:

  • Attend legislative and regulatory hearings
  • Prepare briefings and provide written reports to members
  • Generate creative solutions to complex problems
  • Thrive in a fast-paced environment by working collaboratively with highly motivated and knowledgeable colleagues

Candidates for consideration must have:

  • A bachelor’s degree in political science, law, public health, or a related degree
  • Three or more years’ of relevant experience
  • Experience analyzing policy proposals, legislation, and/or regulation and conveying findings to clients or other stakeholders
  • An understanding of the policy issues impacting the health care sector, as well as how federal and state policy affects the health care industry

Senior Analyst, Hospital Finance and Analysis

HAP is seeking candidates for a Sr. Analyst Hospital Finance and Analysis in our Finance and Legal Affairs Division. The primary responsibilities include:

  • Collecting and analyzing data from a variety of sources, including member hospitals and health systems, other state associations, and industry experts
  • Synthesizing information
  • Producing summaries, reports, and analytical studies
  • Researching member questions
  • Analyzing the impact of policy changes or health care reform initiatives
  • Effectively assisting in managing a broad range of issues related to hospital finance.

Incumbent will also build relationships with member hospitals and engage with them on a regular basis.

Candidates for consideration must have:

  • A bachelor’s degree in health policy, public policy, health care management, public health, public administration, economics, business administration, law or other related degree
  • A working knowledge of Medicare and Medicaid reimbursement policy and/or commercial contracting
  • Experience with financial or reimbursement modeling and analysis, analyzing policy proposals, legislation, and/or regulation and conveying findings to clients or other stakeholders
  • An understanding of policy issues impacting the health care sector, as well as how federal and state policy affects the health care industry

In addition, individuals should have a minimum of five years of relevant experience. Strong interpersonal skills and a demonstrated writing ability are also required.
