Pa. House Insurance Committee Advances ACA Protections

Bills would only take effect if ACA regulations were removed at federal level

The Pennsylvania House Insurance Committee this morning advanced four bills that would protect insurance benefits outlined in the Affordable Care Act (ACA).

The legislation comes as federal officials are evaluating opportunities to amend the ACA as part of President Trump’s domestic agenda.

The four bills passed along party lines 14–12. On Friday, HAP submitted a letter to the committee urging passage of the bills. They would only take effect if existing protections were removed at the federal level.

“Access to comprehensive health care coverage is essential in maintaining the health of Pennsylvanians and ensuring early detection and treatment of illnesses and health conditions,” HAP’s letter said.

The package of bills includes:

  • House Bill 404 would allow parents to keep adult children on the parent’s health insurance policy until age 26.
  • House Bill 535 would prohibit health insurers from imposing lifetime or annual dollar limits on essential health benefits.
  • House Bill 618 would prohibit health insurance policies from imposing pre-existing conditions exclusions.
  • House Bill 755 would require health insurance policies to provide coverage of preventive health care services.
