HAP is proud to be your partner in securing the policy environment and resources you need to improve the health of your patients and community.

Since joining HAP in June, I have had the opportunity to meet with hospital leaders throughout the commonwealth to learn about the initiatives you are excited about and hear the concerns that keep you up at night. 

During 2023, we made tremendous progress together on shared priorities, such as growing the health care workforce, moving toward hospital financial sustainability, and improving access to behavioral health care. At the same time, we are strengthening our work to advance racial health equity, supporting health care for rural communities, and addressing the unique needs of the commonwealth’s children’s hospitals. We will build on this vital work.

I am pleased to share a few examples of the many ways HAP delivered value on your membership during 2023. Thank you for your membership with HAP and for your incredible service to your community, contributing to a healthier Pennsylvania.

  • $1.2 billion projected net benefit from QCA during 2023.
  • $522 million lump sum to Pennsylvania hospitals from 340B settlement.
  • $510 million in Pennsylvania hospital Medicaid DSH funding relief advancing through Congress, with legislation championed by Senator Casey and endorsed by 90% of the Pennsylvania delegation.
  • $120 million for school mental health and county behavioral health services.
  • $50 million for emergency hospital relief.
  • $31.25 million in Medicaid supplemental payments to support critical access hospitals, trauma centers, burn units, and OB-GYN/NICU.

During 2023, HAP navigated a complex political landscape in Harrisburg to ensure the reauthorization and expansion of the Quality Care Assessment.

HAP Report: A Roadmap for Growing Pennsylvania's Health Care Talent

Leading on Workforce Solutions
 

HAP’s proactive advocacy is putting the health care workforce crisis front-and-center for the new administration, state lawmakers, news media, and the public and positioning hospitals as leaders in finding solutions.

Advancing Solutions: HAP, through its Health Care Talent Task Force, identified real, comprehensive policies to guide administration and legislative priorities, shape news coverage, and demonstrate hospitals’ leadership.

Leveraging Data: HAP’s data on health care workforce shortages was cited by more than 60 news stories during 2023, as well as Governor Josh Shapiro in his budget address.

Amplifying Nurse Leader Voices: HAP supported 23 advocacy meetings with nurse leaders and lawmakers, hosted a lunch connecting 20 nurse leaders with nurses in the General Assembly, and organized a workforce advocacy letter signed by 466 nurse leaders.

Advancing Health Equity
 

HAP is providing leadership, support, and forums for collaboration as Pennsylvania hospitals and health systems to work toward a more equitable health care system for all Pennsylvanians.

  • 82 hospital and health system leaders participated in the kickoff for HAP’s Racial Health Equity Learning Action Network.
  • 125 hospital and health system equity leaders participated in HAP’s first Racial Health Equity Action Day to develop actionable plans for their organizations.
  • 42 hospitals and health systems completed the American Hospital Association’s Health Equity Transformation Assessment.
