CMS Releases Information on Federal Marketplace Enrollment

The Centers for Medicare & Medicaid Services (CMS) reported that, since open enrollment for the federal health insurance marketplace began on November 1, 2015, more than 8.2 million individuals signed up for new coverage, changed their health plan, or had their coverage automatically renewed.

Legislation to Reform Medicare Audit and Appeals Process Released by U.S. Senate Finance Committee

The U.S. Senate Finance Committee has released legislative language for the Audit & Appeal Fairness, Integrity and Reforms in Medicare Act of 2015.The AFIRM Act is intended to improve the administration of the Medicare audit process and address the backlog of Medicare appeals.

CMS Proposed Regulations Address PA Hospitals’ Patient Safety Evaluation Issues

HAP is pleased that proposed regulations issued by the Centers for Medicare & Medicaid Services (CMS) help address hospital patient safety evaluation concerns under the Affordable Care Act (ACA).Specifically, CMS is providing flexibility in the proposed regulations so that hospitals would not have to separately contract with a federally-approved Patient Safety Organization (PSO), unless they choose to do so.

Pennsylvanians Active on Healthcare.gov Platform; 102,000 Have Selected Plans

December 04, 2015

During the fourth week of open enrollment on the health insurance marketplace, almost 395,000 people selected plans using the HealthCare.gov platform. This activity brings the total since November 1 to more than two million plan selections. Thirty-six percent of the people, 700,000 of the two million plus, were new consumers.

CMS Proposes Changes to Health Insurance Marketplace, Seeks Stakeholder Feedback

The U.S. Department of Health and Human Services’ Centers for Medicare & Medicaid Services (CMS) recently released its proposed Noticeof Benefit and Payment Parameters for 2017, which proposes changes to payment parameters and new standards to improve consumers’ experience for plans in the federally-facilitated Health Insurance Marketplaces. CMS is seeking comments on the proposed changes by December 21.

Philadelphia and 19 other cities will compete to sign up more of their eligible, uninsured residents for coverage in the health insurance Marketplace during this open enrollment period. According to the White House announcement, the city making the most progress will “get bragging rights, a healthier community, and a visit from President Obama to celebrate their success.”

CMS Final Rule for Outpatient Services is Mixed Bag for Hospitals; Contains Cuts and Positive Policy Changes

The Centers for Medicare & Medicaid Services (CMS) issued a final rule for calendar year 2016, for the hospital outpatient prospective payment (OPPS) and ambulatory surgical center payment (ASC) systems. The final rule calls for a 0.4 percent net decrease in OPPS payments to hospitals.

U.S. House Expected to Vote on Bipartisan Budget Deal, HAP has Urged PA Congressional Delegation to Strike Hospital Cuts

October 28, 2015

The U.S. House is scheduled to vote later today on a bipartisan budget deal negotiated between the White House and congressional leadership. The two-year budget agreement will:

  • Suspend the debt limit until March 15, 2017
  • Raise discretionary spending caps by $50 billion in federal fiscal year (FFY) 2016 and $30 billion in FFY 2017, to be evenly split between defense and nondefense programs
  • Smooth Medicare Part B premium increases that would impact one-third of Medicare beneficiaries

PA Insurance Commissioner Urges College Students to Plan for Health Insurance Coverage

The Pennsylvania Insurance Department has launched an outreach effort to educate college students about health insurance coverage options under the Affordable Care Act (ACA). The outreach effort comes days before the November 1 start of the open enrollment period to buy individual health insurance for 2016.
