CMS Announces Special Enrollment Period During Tax Season

The Centers for Medicare & Medicaid Services (CMS) announced a special enrollment period for individuals and families who did not have health coverage during 2014, and are subject to the fee or “shared responsibility payment” when they file their 2014 taxes in states which use the federally-facilitated marketplace.

This special enrollment period will allow those individuals and families who were unaware or didn’t understand the implications of this new requirement to enroll in 2015 health insurance coverage through the federally-facilitated marketplace.

Pennsylvanians eligible for this special enrollment period must:

  • Currently not be enrolled in coverage through the federally-facilitated marketplace for 2015
  • Attest that when they filed their 2014 tax return they paid the fee for not having health coverage during 2014
  • Attest that they first became aware of, or understood, the implications of the shared responsibility payment after the end of open enrollment (February 15, 2015) in connection with preparing their 2014 taxes

For 2015, the penalty is $325 per uninsured person, or 2 percent of household income over the filing threshold. During 2014, it was $95 per uninsured person, or 1 percent of household income during the filing threshold.

Eligible consumers will have from March 15 through April 30 to enroll in coverage during this special enrollment period.

A separate and different special enrollment period exists for people who had an in-process application on February 15. This enrollment period ends February 22. This enrollment period is for only those who were on the phone with a call center and were unable to complete the application process before the deadline.

HAP will continue to update members about state and federal health insurance enrollment and outreach developments through notices and during bi-weekly open office calls, every other Wednesday at 4 p.m. The next call is scheduled for March 4.
