PA House Continues Work on Workforce Development, Advancing Several Bills

As a part of the bipartisan state initiative to ensure the professional stability and economic success of every Pennsylvanian, House Republican leaders have recently passed several workforce development bills.

The bills include efforts to create a $15 million state workforce tax credit for businesses, make it easier to establish and renew pilot vocational programs and create an on-line database so students can learn about high-demand jobs among other topics.

Last month, Governor Tom Wolf signed an executive order calling for a long-term investment in workforce assessment, development, and recruitment. HAP supports the Governor’s decision to make a long-term investment in workforce assessment, development, and recruitment.

HAP supports legislative efforts to help hospitals alleviate workforce shortages; deliver timely, high-quality care to patients; and ease burdens on physicians, including Senate Bill 25, which would allow advanced practice professionals to practice to the full extent of their education and training in all health care facility settings.

HAP also supports House Bill 39, which would help ensure hospitals and health system employees are safer at their place of work by removing the last name of a health care worker from their facility identification badge.

HAP also has convened a Health Care Talent Task Force to guide the development of strategies that will help attract and retain the health care talent pool needed to provide quality, patient-centered care for Pennsylvania communities. The task force objectives include:

  • Identifying the workforce needs of member hospitals and health systems
  • Guiding the development of public policy strategies to improve the ability of hospitals and health systems to attract and retain the health care talent pool they need
  • Identifying strategies to support the transformation of the health care workforce given 21st century health care needs
