Workforce Stability, Work Requirements, and Minimum Wage Dominate Senate Appropriations Hearing

The Department of Labor and Industry, led by Secretary W. Gerard Oleksiak, testified before the Senate Appropriations Committee during this morning’s budget hearing.

Throughout an extensive question and answer section, senators requested clarification regarding the process for implementing programs, assessing results, and determining progress, as well as the strategy for instituting beneficial and flexible programs regarding both the existing and forthcoming workforce development strategies proposed within Governor Tom Wolf’s Keystone Economic Development and Workforce Command Center initiative.

Oleksiak noted that it will take some time before the commonwealth can fully assess the impact of changes to workforce programs, but that they intend to utilize metrics and measure outcomes moving forward.

HAP supports the Governor’s decision to make a long-term investment in workforce assessment, development, and recruitment. Earlier this month, the association convened a Health Care Talent Task Force to guide the development of strategies that will help attract and retain the health care talent pool needed to provide quality, patient-centered care for Pennsylvania communities. The task force objectives include:

  • Identifying the workforce needs of member hospitals and health systems
  • Guiding the development of public policy strategies to improve the ability of hospitals and health systems to attract and retain the health care talent pool they need
  • Identifying strategies to support the transformation of the health care workforce given 21st century health care needs
