HAP is one of the strongest voices in support of medical and other legal liability reform. In each legislative session, HAP works with key like-minded business, insurance, and health organizations to advance a meaningful liability reform agenda.

Concerns about Pennsylvania’s legal system have been raised nationally. The commonwealth’s legal climate was ranked below 36 other states by the U.S. Chamber’s Institute for Legal Reform.

HAP and its allies are committed to improving the state's civil justice system by elevating awareness of key liability challenges and advocating for legal reform in the legislature and in the courts. Creating even-handed laws and courts will benefit all Pennsylvanians by attracting jobs and helping to ensure access to health care, while at the same time delivering justice to those who have been harmed by others.

Former PA Lawmaker, Hospital Advocate to Lead Coalition Seeking to Improve State Civil Justice System

High medical liability costs for Pennsylvania's hospitals and physicians prevent job growth, increase health care costs, and limit access to medical care. Former Delaware Valley Healthcare Council of HAP Senior Vice President and retired State Representative, Curt Schroder (R-Chester), has been named executive director of the Pennsylvania Coalition for Civil Justice Reform, which will work to improve the state's civil justice system by elevating awareness of key liability challenges and advocating for legal reform in the legislature and courts.

PA Medical Liability Case Filings Down More Than 40%, HAP Pushes for Additional Liability Reforms

According to the Unified Judicial System of Pennsylvania, medical malpractice case filings have fallen more than 40 percent since the peak of the state’s medical liability crisis during 2000–2002.
